WEYBURN – Weyburn city council gave first reading to a bylaw to close and sell a lane, which will open the way for the site of a new veterinary clinic to be built.
At Monday night’s meeting, council passed the first reading, which enables notice to be given to any neighbouring property owners, and for a public hearing to be held at the April 22 council meeting.
The request came from Ross Veterinary Services PC Ltd., which owns and operates Prairie Animal Health Clinic currently, and wishes to build a new bigger building on lots in the next block.
Council indicated at the last meeting, in approving the land sale, the clinic owners will have two years to get started on building the new clinic, proposed to be around 9,000 square feet on 1.2 acres between Fifth and Sixth Streets NW.
• In other business, council approved a discretionary use development permit to Rival Cage, as they want to add a licensed restaurant to their facility on Hill Avenue.
The Rival Cage is a recreational business that opened in November 2023, with batting cages, pitching mounds, hockey nets and puck board, and other pieces of training equipment.
They propose to have a food and beverage area which will only be available for certain events. There will be no commercial kitchen equipment in use, but there will be an electric hot dog machine and deep fryer for finger foods. Alcohol will only be sold for special events such as indoor sports tournaments, and not available on a daily basis.
SLGA approval has been obtained, conditional on approval by city council, and SLGA will be the body that regulates the sale of alcohol on the site.
Approval must also be obtained from Saskatchewan Public Health to ensure they meet the standards set for a public eating establishment.
• Council approved a tender for a zero turn mower for the Parks department, after receiving three bids. The lowest bid was from Tractorland Ltd. for a Kubota ZD 1211 in the amount of $28,111. The budget had allowed for a price of up to $50,000.
Council also approved a tender for a street sweeper, with 10 bids submitted, to replace their current Elgin Pelican sweeper.
The winning bid, under the budget of $365,000, was by RSS Equipment Ltd. for a 2025 X4md Avenger sweeper, with a price of $306,877.
This unit has good features on it, including the largest water tank, and the ability to dump into a tandem truck.
It was the third lowest bid, as engineer Renee Cugnet noted the two lowest bids were for sweepers with small tanks, and which did not have the ability to dump into a tandem truck. The dealer said the sweeper can be delivered to the city in about four months.
