Town Council meeting

The regular meeting began with a presentation from Edie Spagrud from Enterprise Saskatchewan. Spagrud is the chief executive officer of the 小蓝视频 East Enterprise Region and was on hand to give an update on the progress of the regional housing collaborative. The initiative involves 11 communities. The organization is moving forward and has requested that each municipality form a Housing Action Committee. Carlyle has completed this and the council will be performing a housing needs assessment in order to further identify the needs of the community. Spagrud also provided the council with information regarding their role in the process, expected outcomes of the process, time lines for the next phase, and to answer any questions that council might have had.

The town of Carlyle will be extending the time period of flooding damage for the PDAP (Provincial Disaster Assistance Program). When council first submitted their application, they were required to identify the time period which attributed to the damage to properties from the flooding. Due to the continuation of rain, the residents of Carlyle are continuing to incur expenses from excess water. Council will be requesting an extension to the program as a result of the continued water. This will enable those residents that have applied and been rejected due to the original time frame, to re-apply under the new time frame.

Tax notices will be distributed to residents in Carlyle soon. An unresolved appeal process and the current Canada Post Strike have contributed to the delay. As a result, the deadline to receive the 3 percent discount will be extended to the end of July for this year only. If the Canada Post strike continues, council will be identifying a different avenue in which to distribute the tax notices.

Council has decided to postpone the grand opening of the water treatment plant. It is projected that site work will still be required following the anticipated July 15 event. While the water may still be turned on by this date, poor weather has contributed to slowed progress. The council would like the celebration to occur when the project is completed in full.

Council has approved the building permit for Lot 22 Block 41. Council received notification back from the Community Planning department and voted on the bylaw during the meeting. The vote resulted in 5 in favour and 1 opposed. This bylaw change meant that Lot 22 Block 41 has been rezoned from CS (Community Services) to R-1 (Residential). The change in bylaw followed a number of submissions to the Community Planning department and included a community bylaw meeting held on May 25. As a result of this change in bylaw, the building application pertaining to Lot 22 Block 41 was accepted.

During the meeting, a number of special permits were accepted including special event permits for Boogie Fest and the Senior A Provincial Ball Championships.

The town of Carlyle will assist the Town of Kipling in any capacity they possibly can if the community undergoes evacuation. This may include use of the school gymnasiums and the rink during the summer months for lodging purposes.

While there are a number of roads that require fixing in the community, the town will be prioritizing areas that are in extremely poor shape. The council took a moment to consider all of the road damage as provided on a map by the town foreman. While there are numerous spots that require fixing, council is attempting to stay on track budget-wise. As a result, fixing of 7th Street East and a few additional spots will occur in Carlyle during the 2011 summer.
