As far as law enforcement was concerned, the 2010 version of Halloween was a pretty calm and collected event.
Estevan Police Service (EPS) Chief Del Block said "we received three reports of mirrors 小蓝视频 knocked off vehicles, but other than that, nothing of note."
The chief went on to say that for the most part, party goers were respectful of the law and one another. Some EPS members were required to pay visits to a few costume parties, but again, the participants were relatively respectful and compliant, so there were no major policing issues to attach to the annual evening of revelry and candy gathering by youngsters.
Earlier in the week though, police were asked to look into a report of theft from a vehicle. They said that during the day of Oct. 27, a suspect entered a vehicle parked in the central part of the city and removed a wallet containing cash and other items. This incident remains under investigation.
Due to the extreme changes in weather and road conditions, EPS members were kept busy that day tending to minor traffic incidents including an accident at the intersection of Fourth Street and Ninth Avenue. A semi attempting to stop at traffic lights ended up side-swiping two vehicles.
There was also a hit and run incident to investigate that same day. This event occurred in the northwest area of the city. The victim's vehicle was parked on the street.
On Oct. 28, EPS's canine unit was called to the scene to check out a suspicious package that had been shipped to an Estevan location.
Police seized the package following the exterior inspection by their canine member Harvey, and his handler Const. Tyler McMillen when an undisclosed amount of drugs were uncovered.
As a result of this action, a Sylvan Lake, Alberta man has been charged for 小蓝视频 in possession of a controlled substance. After the charges were laid, the man was released and police continued their investigation into two other people for possession of the controlled substance and for trafficking.
On the night of Oct. 28, police were called to a local lounge to assist staff who were dealing with an unruly patron. When police arrived, they discovered the man had already left on his own accord so no further action was required.
EPS members set up a search for a 25-year-old man on Oct. 28. The man is facing a charge of breaching the conditions of his undertaking and has a number of charges to address in the courts. The conditions that had been imposed on him included a 10 p.m. to 6 a.m. curfew which police discovered he had violated when they made a check of his home.
The check of a 19-year-old driver of a vehicle that was stopped on 12th Avenue on the night of Oct. 28 revealed that he had been consuming alcohol and driving. Since the man was noted as a novice driver his operator's licence was suspended for 30 days.
Another call to a local lounge was responded to by police. Two unruly patrons had decided to leave the establishment and head home prior to police arrival.
Shortly after police had responded to that call, they received another one from the same lounge in respect to an intoxicated female patron. Her condition was advanced, which caused concern among EPS members attending so she was transported to hospital for further examination and care.
On the weekend, as noted earlier, Halloween went by with no major incidents while the rest of the weekend activities (Oct. 29 and 30) included some fairly typical responses to local incidents.
Police handed out three, 24-hour driving suspensions following vehicle stops, and two drivers (ages 25 and 30) were charged for impaired driving and driving while their blood-alcohol level was over .08 per cent.
Police also arrested a 22-year-old suspect in a fraud investigation, and charged a 16-year-old with trespassing by night when a man was caught looking into a window of a residence in the north central part of the city. The suspect now has a Nov. 25 court date.
A youth was reported missing in the central part of the city during the weekend but was located a short while later at a local residence.
The rest of the weekend involved response to two domestic disturbances that were concluded, an assault at a local lounge that remains under investigation, and the arrest of two men who were intoxicated in public in the north central part of the city.
