OUTLOOK - The town council of Outlook met for a regularly scheduled meeting on Wednesday night, February 22. Present was all of Council: Kyle McLeod, Bob Stephenson, Sharon Bruce, Justin Turton, Ryan Husband, and Kevin Grotheim, as well as Mayor Maureen Weiterman, Chief Administrative Officer Kevin Trew, and Assistant Administrator Rachel Sillers.
The meeting was broadcast on the Town of Outlook Facebook page.
A number of topics and items were discussed, including the following highlights.
Reports of Administration, Staff and/or Committees Requiring Decision
A recommendation came from the Community Development Advisory Committee related to the Green and Inclusive Community Buildings Grant Application. The grant is given to communities that 'go green' and are inclusive in key areas, and the thought process is that Outlook's status as the "irrigation capital of Saskatchewan" may help in obtaining the grant.
Discussion was had on what the Town's financial side of the grant numbers might be if it were approved, and it was said that grant recipients have three years to decide on the financial specifics. As well, the Town can always walk away if the process is too much of a financial strain. Council approved the application for the grant.
Unfinished Business
Tender results came in for Parcel A, Plan 101429658 in the RM of Rudy, with a bid coming in from the Outlook & District Wildlife Federation in the amount of $5,251. The motion was made and carried to accept the bid.
As well, another bid for another tender was read, this one for Lot A, Block 57, Plan 87S46810. Coming from Thirdson Builders Ltd., the bid was for $30,000. The motion was made and carried to accept the bid.
Mayor Weiterman and Councillor Turton recused themselves for the next two tender items on the agenda.
Riverbend Co-op made bids on two tenders; one for Lots 6, 7, and 8 in Block 57, Plan 66S18537, bidding a total of $75,555 for all three lots. Councillor Stephenson felt that approximately $25,000 per lot was on the low end and discussion opened up in the room on the numbers and the possibilities of the land moving forward. A motion was made and carried to accept the bid, although Councillor Stephenson was opposed.
The next bid was for Lot 4, Block MM, Plan 101851499, with Riverbend bidding $25,185 for it. Those in the room saw the number as too low, and a motion was made and carried to decline the offer.
New Business
A motion was made and carried to accept the appointment of Danielle Wagner to the Community Development Advisory Committee.
Council also appointed several voting delegates related to the upcoming SUMA convention.
Discussion was also had on a voluntary transfer of ownership related to the Rudy Landing public utility. It was said that there would be further discussion with the RM of Rudy on the matter in a meeting set for March 1, and the topic was referred to committee.
