OUTLOOK - The town council of Outlook met for a regularly scheduled meeting on Wednesday night, May 11. Present were councillors Justin Turton, Kyle McLeod, Sharon Bruce, and Ryan Husband, as well as Mayor Maureen Weiterman, Chief Administrative Officer Kevin Trew, and Municipal Office Clerk Crystal Fisher. Absent were councillors Bob Stephenson and Kevin Grotheim.
The meeting was broadcast live on the Town of Outlook's Facebook page.
A number of topics and items were discussed, including the following highlights.
Recreation Report

Operations Report:
1. Multi-Sport Court is 小蓝视频 touched up this year as we are adding in Tennis and an additional basketball court. We will host our first week of Sport Camps from May 23rd-May 26th in conjunction with KidSport who is sponsoring the camps.
2. The Recreation Staff have been cleaning up the dugouts and maintaining the ball diamonds as ball season has begun. We are working on getting our summer equipment serviced and ready to use!
3. Luke and I got the outdoor washrooms/pool mechanical and pool house water turned on May 3rd so we are able to start pressure washing the pool and getting it ready to open.
4. The Jim Kook Rec Plex will be closed May 18th as Owen and Azelyn are away for training in Saskatoon.
5. We will be building and working with Public works to set up a day/time to install the new doggy garbage bins around the Sports Grounds and major walking areas in town.
Management Report:
1. Summer student interviews are 小蓝视频 done May 3-5th and will be completed by May 6th.
2. We have started working on a proposed hours of operations for the 2022 pool season.
3. I am working on grant applications for the Sports Grounds upgrades.
4. I have accumulated information from a variety of other communities in regards to our rental rates for the 2022-2023 skating season which will be discussed at our next Community Development meeting on May 18th.
5. I have completed the Emergency Response Plan for the Jim Kook Rec Plex and have dispersed it to all of my staff to read and ask questions as needed. We will have fire drill run throughs with all of the user groups prior to the winter season.
Public Works Report

Transportation:
- We have been going hard on the potholes all around town, and have got the majority of them patched. We started with the bigger ones and have now started to go back over and do a more thorough job hitting all of the smaller ones.
- Virtue Construction has finished our first street sweeping for the year; as in the previous years, we are very content with the job they have done.
- All gravel roads have been graded and are now awaiting gravel, which will be shortly followed by an application of calcium in the areas needing dust suppression.
- I have compiled our initial asphalt patching list for DLN Construction which is primarily composed of dig out areas from sewer replacements and hydrants that were done last year; in addition to these areas, we will be getting them to do some overlay on sections of the highway pending budget amounts.
- We have received pricing from both Acadia Construction and DLN Construction for full street repairs; these will be passed on to council to make a decision.
- We have opened a tender for sidewalk repairs for 2022 and will award once the tenders have closed.
Environmental Health:
- Landfill hours have switched over to summer hours; so far it has been very busy.
- We are still waiting on the hardware and software for the landfill scale.
- Compost pick up has begun with many residents already getting their yards cleaned up, there is a lot out there.
General Public Works:
- “Depot” renovations are going along very well, Loren has done a great job as always. We have posted a tender for the overhead door installation and are awaiting it to be awarded.
- We would like to meet with the cemetery committee in the near future to discuss what we are wanting to do out there as some “ideas” may require planning, and or time to out in place.
- To date, we have interviewed 1 student for summer employment, and are hoping to get in more resumes to fill all of our positions.
Bylaws
The third and final reading was held for Bylaw 16(2022) Road Closure, and it was carried.
The first reading was requested for Bylaw 10(2022) Fire Pits. There was some discussion had on the logistics involved in the bylaw and whether or not it could cause some potential rifts between neighbors, specifically when one household may be having a bonfire and the other one is 小蓝视频 affected by the produced smoke. A motion was made to have the first reading and it was carried.
The first reading was also requested for Bylaw 11(2022) Sump Pit and Surface Discharge, and it was held and carried.
A motion was made and carried to hold the first reading of Bylaw 12(2022) Repeal Several Bylaws No Longer Valid. These included five old bylaws of the Town, such as the licensing of mobile homes and portable shacks, as well as a bylaw that dated all the way back to 1954 involving respecting the management regulations of waterworks.
The first reading was held and the motion carried for Bylaw 13(2022) Records Destruction.
Reports of Administration, Staff and/or Committees Requiring Decision
A motion was made and carried to make reimbursement payments to councillors Turton and Husband for trips they had taken on behalf of the Town.
Council then discussed a household glass agreement, in which it was revealed that the local SARCAN depot wished to enter into a partnership to accept glass. The town's current recycling contractor cannot recycle household glass in the current way that it is picked up. Last summer, the Town explored options to divert glass from the landfill, as well as the collection of household glass in town for those who could not make it to the landfill. Now, the Town has recently received correspondence from SARCAN that said they wished to expand to non-deposit household glass recycling with a regional partnership for a period of one year.
The agreement was said to be "low-risk with a great payoff", and there was a sense that it could be something that brings communities together.
"I think this is fabulous, I think this is a great thing," said Councillor Bruce.
A motion was made and carried to move forward on the initiative.
In the Mayor and Councillor's Forum portion of the meeting, Mayor Weiterman took a moment to recognize that Councillor Turton and his family were recently spotlighted by local 小蓝视频 for Arm River Dana Skoropad in the Legislature. Weiterman and the rest of Council gave their kudos to Turton, who was appreciative of the gesture.
Unfinished Business
More discussion was had on the Town's strategic plan, as Administrator Trew went over some background information on it, as it showed levels of importance as determined by Council at a previous meeting. A motion was made and carried to accept the strategic plan.
New Business
A motion was made and carried to accept Erin Garbe as a cemetery committee member, as she was interested in contributing. Council was glad to see that someone had reached out to lend a hand in the local cemetery, especially with spring cleanup routinely needed at the moment.
