Arson suspect fails to appear in Outlook court

Several matters discussed in morning court session.

OUTLOOK - An arrest warrant has been issued for a suspect that was due to appear in an Outlook courtroom this morning.

During proceedings at the Outlook provincial court on Thursday morning, November 17, a man from Hawarden was called by Judge M. Martinez, but he did not appear. As a result, a warrant for the arrest of Nazaire Kennedy was issued. Kennedy is wanted for two incidents of arson, with one occurring on October 4 in Outlook near LCBI High School and the other taking place on October 10 in Hawarden. Kennedy is also wanted for escape from lawful custody.

In other courtroom news, 30-year old Clayton Casper of Outlook, who was charged in late October with several offences related to child pornography, is due back in the Outlook courtroom on December 15. Casper was originally released from police custody with multiple conditions.

As well, Christine Brown, the former owner/operator of the Milden Hotel, appeared in court where the Crown was seeking two fines of $14,000 each that were related to penalties related to not masking during the COVID-19 crisis. The defense was looking for a lower amount as well as ample time to pay. Judge Martinez said that while he understood that such fines would undoubtedly hurt a proprietor of a small town bar, the owner knew the risks that came with defying public health orders at the time. With that, he ordered a total fine of $21,000 including the surcharge to be paid, and Brown was given until January 2026 to pay the penalty.
