The Outlook聽has obtained the adopted minutes of several recent meetings held by the Town of Outlook, including the May 13 regular meeting, as well as meeting related to Recreation and Committee of the Whole.
The following are highlighted motions and informational points that were made at those meetings, including any motions made after council exited in-camera discussions, which are closed to the public.
May 13 Regular Meeting
Adoption of Agenda:

Economic Development Officer/Tourism Director:
406/20 鈥 Applin/Grotheim: That Council authorize Administration to look into options for government funding for the potential onboarding of an Economic Development Officer/Tourism Director in 2021.聽 Carried.
Revised Fire Protection Agreement:
408/20 鈥 Simonson/Grotheim: That the revised Protective Services Agreement be sent to the RM of Rudy with a letter detailing the changes as requested, and further that the letter include the following details:
a) The RM must complete all applicable schedules to the agreement as written (Schedules A, C, and D);
b) The signed agreement must be accompanied with payment in full for the sum of the annual retainer;
c) A polite reminder that there are still balances outstanding on account for fire and airport services rendered in 2019.

May 20 Recreation Committee Meeting
Committee Chair McLeod called the meeting to order at 12:15 p.m.
Recommendation: That we accept the quote for re-keying the Jim Kook RecPlex and Van Raay & Community Swimming Pool as per the quote from Burnett鈥檚 Key Shop of $3,409.37, and further that we proceed with installing keypad locks on interior kitchen doors.
Recommendation: That the Recreation Director be authorized to have the rec plex and swimming pool facilities re-keyed, and that a sign-out sheet be utilized for all keys, with a $50.00 fee for anyone who fails to return the key(s) issued to them.
Recommendation: That we contract Metric Design to create an initial design for the RecPlex kitchen at an estimated cost of $3,375.00 (25 hrs x $135/hr) plus applicable taxes.
Recommendation: That we purchase a 42鈥 outdoor clock for the Van Raay & Community Swimming Pool from Omni Sport at a cost of $1,338.50.
Recommendation: That we accept the 2020 Van Raay & Community Swimming Pool admission rates with recommended changes (attached).
Recommendation: That we proceed with contracting Iron Monkey Garage to replace the floor logos at the Van Raay & Community Swimming Pool with industrial floor stickers at an estimated cost of $450.00, and further that we ask the contractor to give us a written warranty statement.
Recommendation: That we re-distribute the call for shed bids with the deadline for completion 小蓝视频 extended to July 1st, 2020 for the small storage shed, and October 15th, 2020 for the large chemical shed.
Recommendation: That we approve of the proposed location for the Outdoor Rink as per the attached map (listed as Option 1), and further that we contract SaskPower to trench in a new power line and have the Town Public Works department move the Town鈥檚 water line.

鈥 Arena board cleaning will be done by Hi-Pro for $650.00 plus tax
鈥 Create sign-out sheet for Rec keys with $100 key deposit.
鈥 Proceed with partnership agreements for in-field tool, and advertise our thanks.
鈥 No word yet from the Province on Phase 4 opening guidelines on outdoor recreation, Trevor is watching diligently for updates in regards to the Pool and Kinsmen Park.
鈥 Once admission rates have been adopted by Council, the pool till will be re-programmed.
鈥 Trevor will bring arena comparison rates to next Rec Meeting on June 10th for bi-annual rate review.
鈥 Keep working on plan for skate sharpening room, look into dressing room expansion for strategic/future planning and to accommodate co-ed teams.
鈥 Proceed with fall hockey camp with Delisle Chief鈥檚.
鈥 Continue work to host SJHL game
鈥 Prioritize Dec 2018 Fire inspection action items, all items need to be corrected as soon as possible. Check with office of the Fire Commissioner on code questions.
鈥 Proceed with Skating Club request to host regional competition in Jan 2021, charge going weekend rate for rental.
鈥 Proceed with Tyco sprinkler system repairs as per quote (budgeted item).
鈥 Committee and staff to think on ideas for use of the space known as the 鈥淎rchery Room鈥 and bring ideas to next Rec Meeting.
鈥 Zamboni door cable snapped last week on Tuesday (May 12th) and is 小蓝视频 repaired as soon as possible.
鈥 Continue to pursue quotes on RecPlex boiler work, need firm plan and fix before fall 2020.
鈥 Make sure showers/taps in RecPlex are fixed before fall season.
May 21 Committee of the Whole Meeting
Purpose of the meeting was to discuss Planning & Development items tabled at the May 13th, 2020 Regular Council meeting.
Council reviewed proposed OCP and Zoning Bylaw Amendments 小蓝视频 Bylaws No. 23(2020, 24(2020), and 25(2020) with no changes suggested they will be on the May 27th, 2020 meeting agenda for first reading.
Council would like administration to research options for public hearings during COVID-19 physical distancing restrictions, and to inquire with Urban Systems and P. Machibroda engineering on whether their representatives could be available to attend the public hearing.
Recommendation: That we proceed with the railyards commercial/industrial development geotechnical investigation as per the proposal from P. Machibroda Engineering (via Associated Engineering) at an estimated cost of $35,000.00
Recommendation: That we ask Associated Engineering for a revised landfill project management proposal to include providing options for the landfill attendant鈥檚 office, procurement and installation of a landfill scale, and site preparation for the new Eco Centre with as much work to be completed as possible before December 31st, 2020.
Recommendation: That we set a meeting with Teen Missions representatives to discuss their building plans for the area known as Camp Outlook.
Recommendation: That we request a proposal for the neighbourhood design plan of the Mann Street subdivision from Urban Systems.
Recommendation: That we amend Bylaw 08(2014) known as the Zoning Bylaw to change the requirement to seek a development permit for the erection of a fence.
Recommendation: That we send a letter to the Outlook Stock Car Association asking them to return the Town鈥檚 Wobbly Packer prior to May 31st, 2020 and advise them that they can rent it from us in the future.
May 25 Committee of the Whole Meeting
Purpose of the meeting was to meet with representatives of the Teen Missions, Outlook Camp.
Council was provided with a letter from Thurber Engineering Ltd., dated May 12, 2020, which provided geotechnical assessments of the Camp Outlook site.
Teen Missions representatives indicated that because of the Thurber Engineering report, they have changed their plans from year-round camp facilities to seasonal only, with only moveable structures rather than permanent buildings. The Teen Missions board will meet on June 10th, and council will be provided with the board鈥檚 decision at that time.
The Teen Missions delegation left the meeting at 7:35 p.m.
Other items discussed:
- Hole in front of Ms. Facca鈥檚 house needs to be filled.
- No bentonite needed in test holes in the Railway subdivision.
- Once Railway subdivision is surveyed, neighbours need to respect lot boundaries; Council needs to enforce the need to stop the spread of materials/items onto town property.
- Town shop 鈥淥utlook鈥 sign bolt needs to be painted.
- Birds鈥 nests at civic center need to be removed.
- Sea-cans permitted on acreages 鈥 zoning bylaw needs to be changed to accommodate this.
- Covered deck/swimming pool on Carter Crescent 鈥 was a permit issued? If not, pool needs to be removed.
