The Outlook has obtained the adopted minutes of the April 22 regular meeting of Outlook鈥檚 town council, as well as those of a special meeting held on May 6.聽 A request was made for the adopted minutes of four other committee meetings, but no response had been received before publication.
The following are highlighted motions and informational points that were made at those meetings, including any motions made after council exited in-camera discussions, which are closed to the public.
April 22 Regular Meeting
Western Recreation:
352/20 鈥 Grotheim/Simonson: That Council accept the $11,800 offer from Western Recreation in lieu of replacement of the swimming pool boiler, and that Council now consider the matter closed.聽 Carried.
Kubota Mower:
354/20 鈥 McLeod/Grotheim: That Council authorize the lease of a 60鈥 Kubota Tractor/25 HP/Zero Turn/Rear Discharge Mower at payments of $1,931 semi-annually, for a period of 48 months.聽 Carried.
Netting for Rec-Plex:
357/20 鈥 McLeod/Childerhose: That Council authorize the purchase of 1,500 sq. feet of netting for the rec-plex arena from OmniSport, at their quoted price of $1,065 plus applicable taxes.聽 Carried.
ABI Infield Rascal:
358/20 鈥 Grotheim/Childerhose: That Council authorize the purchase of a 10-99078 ABI Infield Rascal Pro, with appropriate attachments, at a cost of $4,528.18 US.聽 Carried.
Urban Systems Contract:
368/20 鈥 Applin/McLeod: That Urban Systems be granted additional funding to a maximum of $6,500 to complete the expanded scope of work for zoning and planning.聽 Carried.
Small Steps Early Learning Center Taxes:
369/20 鈥 Grotheim/Childerhose: That Council authorize the exemption of 2020 municipal taxes for Small Steps Early Learning Center.聽 Carried.
Municipal Election:
372/20 鈥 Grotheim/McLeod: That a General Election Bylaw be prepared to include the candidate鈥檚 occupation on the nomination form and ballot.聽 Carried.
373/20 鈥 Applin/Smith: That the General Election Bylaw allow for advertising by electronic media (Town鈥檚 website and facebook page) and in the Independent Booster.聽 Carried.
Budget Amendment:
374/20 鈥 Childerhose/Applin: That the 2020 budget be amended as follows:
鈥 Increase Business License Revenue to $20,150;
鈥 Add to EH 鈥 Contracted Services Recycling Collection $70,000;
鈥 Add to RC 鈥 Benefits 鈥 Civic Center $2,000.

Environmental Monitoring Contract:
379/20 鈥 McLeod/Childerhose: That Council authorize the contract with Tetra-Tech for $19,015.00 plus applicable taxes, to complete the 2020 environmental monitoring program at the Town鈥檚 landfill, as per their quote of January 27, 2020.聽 Carried.
Landfill Project Management:
380/20 鈥 Grotheim/Applin: That Council authorize the contract with Associated Engineering for $34,000 plus applicable taxes plus Geotechnical work of $2,500 to manage the landfill reconfiguration project, as per their quote of April 20, 2020.聽 Carried.
Multi-Material Stewardship Western Contract:
382/20 鈥 Simonson/Smith: That Council authorize the signing of the amended contract with Multi-Material Stewardship Western to reflect the changes in method of recycling for the Town of Outlook.聽 Carried.
Railway Subdivision:
383/20 鈥 Childerhose/Grotheim: That Council authorize the contract with Associated Engineering for engineering services of Railway Subdivision, at their quoted price of $154,200 plus Geotechnical work of $35,000, as per their quote of March 27, 2020.聽 Carried.
May 6 Special Meeting of Council
Delegation:
At 1:05 p.m. a delegation of RM of Rudy Reeve Dennis Fuglerud, Councillors Bree Campbell and Marcel Vermette; and via Zoom: Administrator Tina Douglas, Assistant Administrator Joanne Rependa, attended the meeting to discuss the fire protection agreement, the landfill, and the airport closure.
鈥 It was agreed that the RM would retain ownership of the rural fire truck, and lease it to the Town for $1.00 per year. The Town would pay the expenses for this unit. Once the Town no longer has use for the rural fire truck, the RM would take it back. The RM indicated that the May 31st deadline for signing the agreement would be met.
