Outlook Town Council - Motions from Previous Minutes

Specific items, decisions of note from previous meetings

The Outlook has obtained the minutes from the March and April Outlook town council meetings.

What follows is a number of highlighted motions that were made by town council at March meetings, and most in particular, motions that were made after council exited in-camera discussions, of which are closed to the public.

Moving forward, The Outlook will continue to request minutes from previous meetings after they have been adopted in order to help give our readers as much information as possible.

March 13 Meeting

Bylaw 04/19 – Temporary Use of Storage Structures Bylaw – 3rd Reading:

167/19 – Smith/Simonson:  That Bylaw 04/19 a bylaw to provide for authorization for the temporary use of storage structures on private property, be read the third time and finally adopted a copy attached hereto to form part of these minutes.  Carried.

Permit to Operate a Sewer Works:

170/19 – Childerhose/Smith:  That we accept the draft Permit to Operate a Sewage Works from the Water Security Agency, known as Permit No. 00003397-03-00 coming into effect on April 1, 2019 and expiring on March 31, 2024.  Carried.

Sewage Rates for Ratepayers:

181/19 – Smith/Applin:  That we establish the sewage rates for the Town of Outlook ratepayers who are not connected directly to the town sewer system to form a part of their quarterly utility billing effective immediately as per Bylaw 02(2016) A Bylaw to Establish Water and Sewer Rates, and further that we instruct administration to inform the aforementioned ratepayers of the changes to the sewage dumping arrangements and applicable fees.  Carried.

Lagoon Sewage Dumping Agreement:

182/19 – Smith/Applin:  That we adopt the Lagoon Sewage Dumping Agreement with the addition of the stipulation to item: a) Only wastewater from Town of Outlook ratepayers will be accepted, and further that we enter into a propriety agreement with Solnicka Septic Services for a trial period of six (6) months to commence March 14, 2019, a copy attached hereto to form a part of these minutes.  Carried.

March 27 Meeting – Executive Committee of the Whole Meeting

Fence Fines and Orders to Remedy:

191/19 – Smith/Applin:  That we authorize the Bylaw Enforcement Officer to issue a fine in the amount of five hundred dollars ($500.00) and an order to remedy to the homeowner at Lots 31-32, Blk 25, Plan G160 for erecting a fence without acquiring a permit, and an order to remedy to the homeowner at Lots 10-12, Blk 53, Plan G358 for erecting a fence that differed from their fence permit, and further that where a property line cannot be clearly located the property owner(s) must provide a legal survey at their own cost.  Carried.

Dissolve the Joint Administration Agreement:

201/19 – Simonson/McLeod:  That we dissolve the Joint Administration Agreement for shared administration with the Rural Municipality of Rudy No. 284 (RM) effective June 30, 2019 with regret, and further that we retain the current CAO, Assistant Administrator and Public Works Coordinator and require the RM to vacate the current shared office space by Sunday, June 30th, 2019.  Carried.

Re-Zoning of Railway Avenue:

204/19 – Childerhose/Applin:  That we proceed to amend the Official Community Plan Bylaw 07(2014) and Zoning Bylaw No. 08(2014) by creating a Light Industrial/Commercial – C3 zone for the north and south side of Railway Avenue extending from Simpson Street through to McKenzie Street and rezone the proposed Railway subdivision from Industrial-M to Light Industrial/Commercial – C3 zone and further that we engage the Planning Division of Associated Engineering to assist with the development of the amendments.  Carried.

Surveying of Railway Avenue Subdivision:

205/19 – Applin/Smith:  That we engage Meridian Surveys to complete the subdivision work in partnership with Associated Engineering on the proposed multi-lot Railway Station grounds subdivision (approximately 58 lots), and further that the CAO be authorized to sign the contract for services for the fee quote of approximately $37,230.00 plus disbursements and GST and further be authorized to sign the contract for services for the fee quote of $3,400.00 plus disbursements and GST for the road closure, subdivision and multi-parcel consolidation of Lots 7-12 Block Q, Plan 80S31336 for Wright Construction and further that Wright Construction be responsible to reimburse the municipality for all of the costs associated with the plans for consolidation.  Carried.
