Council prepares for SUMA convention and appoints professionals for 2018

聽聽聽聽聽聽聽聽聽聽聽 Four members of council and the administrator were authorized to attend the 113th annual convention of the Saskatchewan Urban Municipalities Association (SUMA) 小蓝视频 held in Regina February 4 to 7.

聽聽聽聽聽聽聽聽聽聽聽 Representing Kamsack at the convention will be Mayor Nancy Brunt and councillors Karen Koreluik, Maria Nahnybida and Jason Pennell.

聽聽聽聽聽聽聽聽聽聽聽 Reviewing a list of 23 resolutions that are to be debated at the convention, town council said that its delegates would support 13 of the resolutions, and will decide how to vote on the remainder after they hear the presentations.

聽聽聽聽聽聽聽聽聽聽聽 Council is in support of the resolutions dealing with: true costs of vandalism, motor vehicle collision rates, permits for controlled burning, single RCMP per capita rate, road closure policy, town urban highway program, assessment appeal timelines, empowering all municipalities to create tax subclasses, LED lighting, new environmental code, renewable energy production, supporting the public library system and expanded PST revenues for revenue sharing.

聽聽聽聽聽聽聽聽聽聽聽 The resolutions council members wish to learn more about before casting votes are to deal with: first responders, critical incident stress management for Saskatchewan firefighters, federal equalization, Energy East, door-to-door postal services, electoral funding improvements, infrastructure funding, in-camera meeting standards, SUMA correspondence and regional boards of revision for property evaluations.

聽聽聽聽聽聽聽聽聽聽聽 For 2018, council appointed the firm of Collins Barrow as its auditor; Nicole Sawchuk of Prince Albert, a specialist in municipal law, as its solicitor, Meridan Inspections of Warman as its building inspector, and TaXervices for tax enforcement.

It was decided to dispense with appointing an engineering firm to represent the Town and council reserves the right to hire appropriate firms as required for each initiative.

Permits for Joe Kozakewich, Rick Aikman and Walter Lesiuk were renewed to allow them to shoot pests and predator animals within Town limits.

Council approved a Water Treatment Emergency Response Plan and agreed to modify the fire agreements to eliminate the sliding scale for fires and charge a flat rate call-out fee of $3,500 per call, but leaving all other portions of the agreements the same.

It was agreed to renew Kamsack鈥檚 membership in SUMA for a cost of $2,276 and the volunteer firefighter insurance coverage with SUMA for $446.

An offer to purchase 423 Second Street by Charles and Kathleen Achtymichuk for $100 was approved and permission to consolidate the lot with an adjoining lot was granted.

Council approved a preliminary asset management policy and agreed to continue pursuing training and information sessions on asset management.

Saying council believes residents of the community should decide which organizations they want to support with donations rather than council directing tax dollars to requests for donations, council decided that effective January 1, its donation policy is amended to consider only donation requests which have a direct economic benefit to the town. Therefore council decided to refrain from sponsoring the Parkland Valley team for the 2018 Saskatchewan Winter Games.

It was agreed to add a dental package to the benefits package offered to employees and council members.

Council decided to have the administrator prepare a self-evaluation package for council to complete and agreed to share with taxpayers the strategic plan and invite feedback on the direction council is going.
