City hires bylaw consultant

In August the City of Yorkton circulated a request for proposals to consultants for the preparation of the Official Community Plan, Zoning Bylaw and Sign Bylaw.

At the regular meeting of Council Monday, the work was awarded to Crosby Hanna & Associates, although it was not the lowest-cost proposal received by the City.

Gord Shaw, Director of Planning and Engineering explained the proposal was circulated to 10 consulting firms, with four companies submitting proposals.

Prairie Wild Consulting had the lowest-cost proposal at $165,000, as compared to Crosby Hanna & Associates $236,175.

Shaw explained, the evaluation of the proposals revealed Crosby Hanna & Associates was preferred over the others, in part because the proposal also included Associated Engineering which has a good understanding of the infrastructure of the city. In addition, Crosby Hanna & Associates has previously completed work for the city.

Shaw said the hours set out in the Crosby Hanna & Associates proposal was also a determining factor.Council unanimously supported City Administration's recommendation on the project.

The City had originally budgeted $100,000 in 2010 to begin the work. The remainder will be part of the 2011 budget.
